The cheapest and best way to go about this is by doing a roll-on paint job. Its just as it sounds, and comes out pretty amazing for the $$. My buddy did his jeep and spent a total of around $100. I believe the website is www.rollon.com or just google it. It requires you to get Rust-O paint, and you will be doing alot of wet sanding your vehicle, but you wont need to strip it down to bare metal either. So its really up to you on your way you wanna go about it. Good luck, if your unsure, there is plenty of forums that you can read, and they have step-by-step instructions on the whole deal. How to paint a car semi gloss black?
You need to give more details. Is this your daily driver or a classic? How good of a paint job do you want? How mush time do you have? How much money? What tools / facilities do you have? Garage? Compressor? What skill level do you have? Have you ever used spray equipment, body filler, sanding equipment? If you fill in the blanks you can get a much better answer.
