You're asking for two different things. They aren't compatible. A nice paint job isn't cheap. Yes you can get a cheap paint job at Maaco or Earl Scheibs but you won't like the looks when you're closer than 30 to 40 feet and you really won't like the looks after a while when they start to come off. You get what you pay for. If you get a cheap paint job buy a pair of dark glasses to go with it.
